OK, a lot of people i see on here have a middle range budget.
The thing is if you buy used parts from places like craiglist for us people or gumtree for uk people you can save a lot of money and get a really good performance. I'm not talking about buying a 10 year old cpu with a 10 year old motherboard. Things like 980ti's are a good example. You can pick these up used for extremely cheap if you look and you will save so much money compared to just buying the cheapest 1060 you can find.

why are miners getting blamed for this?
yes more people are buying more cards but i think amd/nvid are just sitting back laughing at us
i think what they have done is not made more cards because they know that if their cards get rarer(like most things)
people will pay more for it
i think amd/nvid must love this as they get more money and they dont even get blamed? its the miners who are taking the hit

that argumentation makes no sense, cause amd & nvidia are still selling their gpu chips for the same price to the board partners
they arent making any more money if the consumer pays 700$ or 1200$
the ones that make the extra money are the stores and resellers
for amd/nvidia to make more money theyd need to produce more chips

I bought half of my PC on Ebay, and I dont regret it
I bought a i5-6400 + GTX 960 + 16GB RAM from the same seller for 300$ back when i5 6th gen was a new thing..
Still have them working hard (except for the GPU, where I was to greedy and upgraded it to a GTX1080 :$)
Used PC parts are really cheap! I bought an i5 4670k, CPU cooler, GTX 760, 16gb DDR3, and much more on the HardwareSwap Reddit.
Some parts you could consider buying used but with other parts, wouldn't want new? - not know how bad it has been overclocked etc... (example CPU) ?
I think it's a bad idea to buy used computer components
