Human eye can see a lot of frames, there is no specified limit on how many frames human eye can see, however, when it comes to the conclusions and the so said "studies" that have been provided in the past, then many people see an average FPS of 24 frames (since movies and all of those use 24/25 frames per second), when we conclude those studies because they were proven wrong many times, then our eyes can see more frames than we would honestly know, but in this situation, if you had 60HZ monitor, you can't really distinguish more than 60 FPS since the monitor is capped at 60 FPS, no matter if your game has higher frames than that, or even vsych is disabled.

you don't really need 144 hz monitor for peek/best performance, not even 1ms registration time, that is if you are not playing FPS/3PS-ing games.
But the higher the monitor hz, the better.
