Who pockets those fines? Never the victims of the privacy violations.
Google appealed and lost $57M fine in France for not complying with GDPR Standards, for failing to make data preferences too difficult for users to understand. Those data preferences are ones like Search history, Location History, Apps History and such in settings of google account where you can "pause" collection of them, Google is going more and more about collecting them in my opinion, especially on Android phones, if you try to do anything on your phone, google logo will appear, that can be solved by other ROM-s but for basic users it can be a problem.
After this fine they may start to include that data preferences when you are signing up instead of searching for them.
