There are many ways to get out of a draft. Saying your gay, being overweight or physically unable to participate, or if worst comes to worst shoot yourself in the foot. Sign it and enjoy the potential benefits it may or may not entitle you to.

In charge of the draft or something. You gotta sign it to be in the draft when you grad high school is all I know. Don't ask don't tell policy and stuff. Or you could be a conscientious objector. Or move to canada. Several ways to dodge the draft.
