IP bans cannot be bypassed UNLESS you play through a VPN.
MAC ids can be spoofed.

From what it looks like it is an ip changer, but according to what i know dynamic ip change doesnt work in game for things like halo, correct me if im wrong. Because i have an ip changer did not work for halo, but im assuming its because it bans you by your cd key , not ip. I will try this ip changer regardless, i need a new one, my old one is faulty for some reason.

SMac is a pretty good program for changing Mac bans and you can change your IP through your router 0_o.
