Adding friends and allowing people to your party

Is there any sort of tool which can do any of the above, you know like add friends and invite them to your lobby in mw2?

You can Play whit a friend if you know his IP, it works (I tryed )

Get your friends IP, and have him make a room.
Type in the console "connect (IP HERE)" without the quotes.

and if you want your friend to join a game your in
type in console
cg_drawfps 1 and see the ip and give it to your friend
