i get what hes saying hes simply describing the tiers of the amd series
    phenom>fx>athlon
fairy obvious but with that same linear description theres also a price flux
idk im starting out with a 4100 which should be considered as like the perfect basic processor nothing completely advanced or ranking (besides OC but core usage>overlocking ability) but its also only around 100$ while the phenom is like...140-160$ range? so
but we need a budget to decide...

$350? That's going to be hard.

I can probably go over a teeny bit, but all I really need to play on this computer is at most, Borderlands 2 when it comes out.

    Not even on highest settings.

No gfx card b/c the onboard gfx can handle Crysis 1 on Ultra at decent FPS.

Unfortunately AMD got wise to that hack and ended up completely removing that core instead of "locking" it in their new revisions.

I sincerely doubt you can get a BL2-ready PC for 350. I really do. I'll take a look when I have the time, but I cannot really see something like this happening, as the cheapest card I would get would be a 5770 or something along those lines, leaving only 250 for the mobo/cpu/ram and everything else. If you really grab a budget AMD base and get some cheapo psu and case it might be possible, but I really doubt it's worth it. I would rather save up a bit more and buy something when you have 500-600 bucks.

    get a 64GB SSD and a 500GB HDD
SSD for the OPsystem: even though its the low end for ssd's its still worth it...check out my boot vid if you don't believe...whatever
spend a bit more on a processor, AMD: worse technology whatsoever: cheaper

Don't go for AMD processors... They have remarkably low benchmarks compared to Intel. Get an i5 Sandy Bridge and you're set.

I thought that was bullpop, though I've yet to see someone else get a four-way sli board on MPGH

On a $350 budget? It would never work out.

Instead of using the Athlon II CPU's, get AMD's new APU's, it may not do as well, but you get the processing cores which work much better Intel's graphics game-wise but not overall performance-wise. Plus they are cheap

    EDIT:
Quad-core has room for a GPU when you want to add it, powerful enough psu and 2 gb of memory

This is an older AMD processor however, and I think you CAN still unlock an extra core with it.
