The UN was formed basically because of the Nuke, and the way I see it, if a Nuclear Country would detonate a nuke, because of the Nuclear Non-Proliferation Treaty (if they signed it), they would be fucked. In essence, you won't see any country detonate a nuke on a country that also has a nuke, unless they want to be fucked over.
