The reason Brinuz said that, was because you're forming 2 programs into 1.. Visual Basic and Visual Studio C++ are 2 different compilers and languages..
Visual Studio C++ is recommended(imo) for C++. Actually learn C++ if you would like to learn what you want to do..

Look up WinINet on Microsoft MSDN. It has all of the functions you need..
