NEEDED HELP (URGENT)

I have 2 question and needed someone to teach me.
1st : who knows how to make a moving cartoon as the profile picture / avatar. Example is like hero's avatar----the moving monster ( blue colour )
2nd : who knows how to make a moving video as the signature. Example is like T O P's signature----------the kids ( saying "I DON'T GIVE A SHIT")

It is not a Video , Its a .Gif image "gif" image are the html picture that can read the moving picture
