Should be able to find a set at a junk yard if you understand how to pull yours out of your vehicle now, then I believe you could do the same at a junkyard, offer $40 minimum, $150 maximum for the foglight set / necessary wiring and install it. I'd look at local Craigslist dealings if anybody has a Saab 9-5 SE junked for part out.

A new set of aftermarket "fitting" foglight kits (not universal) cost upward $75-$750 depending on the vehicle.
