I keep on getting that error, i tried doing everything from the support website , and reinstalling IE and its settings can someone help please

Try leaving IE open and syncing your Windows clock while logging in.

When I visit shop/profile I also don't get any response HOWEVER, I do get a message about some certification notice almost every time, if I press "Yes", the shop/profile shows up.
Maybe it's a certification issue.

Have you sent support ticket to Riot?
Try restarting the client or use the options menu and repair it. You can find it at the screen before the login screen. It is next to close button on top right.
