How do I use it? I put the files into my payday directory (C:\Program Files (86x)\Steam\steamapps\common\Payday 2\) And go in-game, I hit every key and nothing happens. Did I do something wrong?

Read all the above posts, maybe that'll give you a hint as to why.

If you're lazy, it's because there was a bunch of updates at CRIMEFEST therefore you'll have to wait until next version comes out.

No, this version does not work. By proper use of the PP Forum you will find out that users are reporting a working PPR 0.99 Free though, however I didn't manage to get it to work yet.
The cheater tag appears when using DLC content you do not own, guess Overkill cares only for the $ not giving a shit you're Infamy 0 or 15. Means deactivate the DLC Unlocker and don't spawn items/weapons from DLC's.

EDIT: Confirming PP 0.99 is working! Make sure you have no other mods installed. At least I used a pre-modded PD2 yesterday and it didn't work. Clean PD2 works fine now.
