Go Google and Search for an UCE (Undetected Cheat Engine)
I think on the Official Project Blackout Release's Section there is a Thread made by Romans with 3 UCE.

1.) Open Cheat Engine
2.) Click on Setting on the Right side of the Window
3.) In "Automatically attach to processed named" write : PBlackout.exe and then click OK
4.) Launch the Game
