Buying very high level of runescape account WHICH I CAN FREE TALK

I always wanted to be an high level in Runescape but school and time fked up my dream. Now that I have money to buy account is there anyone have an good high level account WHICH THEY NEVER use bot or hack with it? I prefer account with almost no quest done because I love doing quest and raging at my friend who is playing at Runescape with me.

I will pay with Paypal Unverified, money that I will use in the paypal is some prepaid credit card.

Some of the quests have been done, but not many.

I've got lvl 160 account ( Never Banned Before ) Also Never used hacks on it ..

I have a level 200, nearly maxed melee, has a lot of expensive 99s. Most of the quests are done though.

I have a Maxed Melee, range, 90+ most skills 109 Dung, 2 hexhunter bows bound, t10 Ring, All chaotics, all gravite, most DG rewards. full void, nearly all quests done

wtf? level 200? people ruined the game. I remember the old runescape man.
well I have a level 87 with like 40m... haven't touched it in ages.
was a member for a year or so and did a few quests.
if you want to buy him, he will grow on you. and you can take more credit for the levels earned.
