Then you're doing something wrong, it's either in common, or you can just use the main account's folder if there isn't one for your alt. Like IV2B said, you can use steam to find the correct folder.

Also, Yes. It is possible. Use master424 or whatever's Extreme Injector with GModPickles. If you use fucking Winject or GInject... *Facepalm*

Just use pickles bypass DLL with a injector on administrative mode.Then inject it to hl2.exe.Then inject it in the main menu.Then you will have access to Luas and simple sv_cheats bypass.Its July the 21,2013 and it is still working.
