Im looking at blog posts from 2013 using New-NetQosPolicy
that would have been powershell 3.0 at the latest, which I believe u can install on windows 7, but its an external download.

I legit just opened it in notepad, do CTRL+H Put first box CHANGEME then second Cheese.
Thats as simple as it gets
