Does nexon IP ban or Account ban?

Nexon will do both. IP bans aren't as likely as a regular account ban though.

Unless you Packet Edit or persistently get accounts banned (I've heard anywhere from 3-5 accounts), they will not.

They will also not ban your account from other games. So if you get banned in Vindictus, you will not get banned in Maplestory, or vice versa.

I have 4 Vindictus accounts and have logged in all 4 accounts with-in 1 day several times.

Neither. Nexon bans the account under the game that you hacked in.

Yeah this is probably true, but this is only because they'll think you're hacking other peoples' accounts.

Or because you've been banned several times, and it's because your IP is getting flagged for multiple new accounts.

I have multiple accounts.

They know if the accounts are actually yours or not by looking at the IP addresses associated with them.

Of course, someone actually has to report that their account got hacked before they would investigate.
