I've seen some hacks which have glow and radar features which are constantly being shown. Now in my hack they only show at a certain distance which I know is because of what valve did. Now is there a way to make the server/client/whatever think that the enemy is a teammate?
No, the server only updates enemies positions when you're close to them. However, if you DON'T check for dormant entities in your esp/glow/radar/whatever, you will be able to see last known position of the enemy.
the best you can do is read position from radar struct when your team mate spots them
