- Go to steamdb.info & search for the game you want.
For teaching purposes, lets say I'm buying PUBG

Now click on the App ID and it should open the game's information.
- Head to Price tab
You can find it
here if you are completely clueless
- Now you can see the prices in all regions (or most of them at least)
Generally, I suggest you pick a region which is cheap in all games, not just the game you are buying.
Personally, I use
Argentine region
- Logout your Steam account & start your VPN
You can find tons of VPN accounts being sold here on MPGH for cheap prices, pick whatever has the region you want.
I suggest VyprVPN or NordVPN, I've used both myself.
After connecting to the VPN, Open steam again and login.
- Change your Steam Account Details
Found in the top right of your steam client, you will find your username.
Click on it then pick
"Account Details" and a page should load for you.
Click on
"Update store Country"
- Update your country
It should show you a drop list, click on it & pick the country you connected it.
It will ask you
to fill some details Search random address generator for the country you picked and use it.
Have done this various times and my account never got into any issues for it so don't be afraid of the fake details.
If the details you filled are correct, it will show success and your balance will change to the corresponding country currency
