Can VAC detect hacks if you're not connected to the internet?

VAC is only found in online games, and isn't even used unless you're connected to a VAC-Secured server (some are not).
I can't see how it'd be able to, nor even why it would, so I'd say you're in the clear if you want to do some offline hacking.

So, say I was to use a cheat table for Gotham City Imposters to unlock items and get coins, would you say that yields a high chance of VAC catching me? Because all this is done on the menus, not in a game server. The reason I asked the question in the title was because I was thinking I could disconnect from the internet, use the cheat, and then reconnect.

I'm not even sure a cheat table would work with Imposters as most modern games' currencies and items are server-sided.

It actually works with imposters. That's how bad of a port it is.

With games like that, and generally most games, VAC will have a "stat-checker" that bans if it's obvious that you have something you're not supposed to/are using something you didn't unlock.

Not unless you participate in an online multiplayer match while you're offline.
