I hate to break it to you but the only program that has this feature broke just recently to my knowledge. It was called "CatChecker"

Download a thing called 'Cat Checker' as most have said in this thread. It'll check if the username has a Optifine cape and/or a Minecon cape. There used to be an online API for this, I don't know if the website is still up, but if I can find it I'll let you know.
