    Nope. It's a chat command in my client.
    -enchant list <--- Displays all enchantments
    -enchant ENCHANTNAME LEVEL <--- Format for enchanting a specific enchant to a given level
    -enchant <----- Will enchant the current item will vanilla max enchants.

    You do need creative mode, but you don't need OP.
