Anyone good at redstone wiring? Cause i need some help.

I made or tried to make a minecart highway, but for some reason my dispatch wiring wont let the cart out of the non stopping booster. I tried it forever. and I do have 1 extender, and 1 NOT gate. The gate seems to be working but the torch under the track will not become unlit.

Im trying to make a minecart system. I am currently only on the part that makes the cart go down, but the cart that it sends out for you to ride in wont come out -- Red stone wiring issue. I spent many hours trying to fix it. It was working fine before I selected the area for the cart to get to. I wired it almost the exact same way (different directions), and has 1 extender and 1 NOT gate. I have the same system for the Booster cart to get the riding cart moving. That one works. 

I was wondering if somebody could possible Teamview me tomorrow around lets say 1o:oo am-1:oo pm

The torch stays lit and never opens.
