Just because it's drawn, it does not affect the age group of the person(s) having intercourse.

Only four people in the US have gotten arrested for loli. Christopher Handley was arrested for importing and he had a collection of loli but he only had 7 mangas that were obscene. The other three people were arrested for having actual cp expect for Steven Kutzer because he used wiping programs to erase his hard drive. Dwight whorley was looking at loli on a public computer but he actual CP and this year a man was arrested for having loli but he was under investigation because he was on sites that hd actual CP. If you look at it and you keep it to yourself then you will be okay. If you decide to download it from torrent or P2P be careful because I read on the forums that they might have the CP and you would be arrested.

As for the obscene part, it is about your community standards and how would they view it but when it is about loli they wouldn't care. They are looking for people who look at actual CP. You would only get arrested if you look at CP, look at loli in public, braged about your loli collection to the wrong person, or run down the street with a megaphone screaming "I look at porn cartoons of little kids" or something stupid like that. Just remember to keep it to your self.

In Canada it isn't considered illegal, it's considered art because it is drawn.

Has no effect. What is, is. Last time I will say that. The author that made the photo/video clearly depicts it as underage. Consent has absolutely nothing to do with how right or wrong it is. I could be 12 and want to fuck a 40 year old guy, but that doesn't make it legal.

I have to agree and disagree with you, actually you are right about the drawing, don't have any consent or thoughts but "thats like saying if i draw a pot leaf, the piece of paper is now illegal." this things are more complicate than that to compare things like that...
