i found a secure method. You can use rich ped and you can kill them, you can do same mothod, but during the survival mode (industrial plant because the merryweather can drop money), or you can drop yourserf PED money. Or you can do both things.

thing with this cash is picked up, so you can only use it for about 2 mil then it look suspicious in your social club stats.

follow this instruction:

get infamous , open invite only , invite your friends and spawn on them on loop, my friends just got over 20 mil since last week, no ban

I wouldn't use a invite only lobby, just go to a public lobby(Best you use with 20+ players) and go to your apartment, next just invite your friends. I've given millions out this way and I haven't gotten banned.
