No. You can't get banned in offline modes.

Offline just means that the current game session you are in won't run VAC/TAC, so you are safe until you mess up somehow by either going online or use this while this program has been patched.

There are some offline enablers around the Black Ops 3 section that work fine, just use them correctly, and you are guaranteed not to get banned.
