I've been scammed by someone really hard (Like 700€)
I've always made him payement with family and friends
I've his skype account
I can't dispute the payement with: It's not my payement (Or don't exactly what) because i was on my IP

So, how can I win?

You can't really win if it's a Friends & family (f&f) . And how it was on your IP ?! Please explain . I might help you a bit. I have some SE skills.

Incorrect. Actually it's a default win. Start the dispute over the phone. They'll be given 10 days to prove why they should have your money, then it'll default to you winning. I do it all the time.

I buy to a guy who hacked a trusted member on another board ...
So, when i've "buying" stuff he has confirmed his identity by sending me a PM
But, never received the item, and received another PM confirms my doubt wich saying that the owner of the account of the board have been hacked...

Report on scammer grave. Resolve his skype IP and then post it there too !
He will get permanent IP Ban.

@PowersFr Paypal is smart and will actually investigate this. You can go multiple routes here. 1. Tell them the truth about what happened, that you were scammed and the guy tricked you into putting it as friends and family( this might work if multiple people are trying to do a paypal dispute). If that doesn't work then talk to your bank and do a chargeback. 2. You can build a really malicious case against him saying that he hacked your account/computer something along those lines.

I've called them and cried a little and when they say it was Familly and Friends and they can't do anything i've cried a lot and they've managed to do something

Good luck man! Let me know how it works out. The thing about paying as friends and family is that when they find out it wasn't to a friend or family then you've already broken their rules. Paypal is really uniform about how they operate and do everything by the book.

I'm waiting their confirmation mail, but they've decided to "make an exception" or don't remember exactly her words, and refund

did you just tell paypal exactly what happened, like you paid & didn't recieve your "item" ? also hasnt it been like 2 weeks, you got your refund? O_o
