So I just tried it out and it didn't crash for me. The instructions are just that confusing.
You don't need a bypass for this.
Now I've encountered some problems. I don't know if it's just on my side or if it's on the game.
Mainly, even if you successfully do this, the number of bullets that will count will be the max number of your magazine. I haven't tried freezing the mag size yet, so that could be a potential fix.
Also note that this is only for the M1A and its variants. this won't carry over to any other weapon.
To clarify:

1. Open Cheat Engine or other engines.
2. Attach 'TheDivision.exe' Process.
3. Change the "Value type" from '4 Bytes' to 'Array Of Byte'.
4. Copy the AoB and Scan it.
5. If you scanned correctly, you should get around 12~15 Address.
6. This is where things get tedious. You have to go through each address one by one and follow #7. Highlight an Address, then press {Ctrl + B} to open up that address' specific region.
7. From here on, you should look for a specific code, mainly the right side of the boxed part of the picture at the right.
There are two markers you have to take note. The first marker would be the end of the code (Z- hK) The second marker would be the start of the code (A) or (B), the one that's above the black box on the picture. (A) or (B) defines which slot your gun is placed at. first slot is (A), second slot is (B)
The code between the two markers should have:

This code doesn't necessarily have to be arranged like in the picture, but it must contain this code. If it doesn't, move on.
8. Once you find the code, click the (A) marker. it should highlight a Hex number on the left side. You need to find the [01] at the right side of the highlighted Hex Number. once you do, press on the [01]. This is the one you're looking for. Coincidentally, this will also highlight a [.] Near the (A) Marker at the right side. that [01] is the number of bullets shot per click.
9. Change the [01] to any Hex Number, but better to keep it reasonable. [1E] is 30, but [10] would usually be good enough for anything.
10, After finishing up, repeat Steps 6 - 9. After changing the specific Hex Number to whatever you chose, test it if it works.
