Tbh I never had any problem with my account(paypal) getting limited in fact I thank Paypal without them I wouldn't be able to make purchases. I don't know why so many people are bitching about this, Maybe they flag your account for unusual activities?

I was under age when they made my account limited.
Called them and told them I'm underage, they said they'll transfer it to my linked bank and told me not to make a new account until I'm of age.

Idk where you got that from. IF op is underage he should do the same, if it's not related to that idk.
