If you had the installer you still couldn't download. You have to sign-in first.

You can still sign in with accounts that haven't been activated (you may be even able to download) but the "PLAY" button function is disabled / nothing happens, but I still advise him to wait anyways until OBT which will happen early September or late August (I'm not too sure.)
