I just found out he was purchasing DDOS services recently...
Maybe that explains why I've been having slow and choppy internet. I can't confirm he DDOS'd me, but I can confirm it seems prettys clear he has bought DDOS service. >.< why...

Your best bet is to document everything with PayPal/bitcoin transactions, chat logs, ip addresses, etc. and use this to present your case. Alternatively, you can also take him to small claims court and try to get a judgement against him, which PayPal would then have to honor.
Unfortunately, if you are getting scammed more and more, someone has mentioned that you are an easy mark, and you have a rep somewhere. A name change could help, but that brings down the trust factor. You need to up your methods to ensure you won't get scammed again in the future.
BTC trading is not covered by PayPal so even if proof is provided, you will lose. At least that is what I have heard.
Make police report, call school and tell him he's been involved in some illegal activities and there is proof that you're more than willing to share with them. Also maybe ask them to share this information with this parents, etc etc. You got so much shit on this asian kid, he's fucked if you play this right.

Hopefully, he doesn't keep breaking his agreements and promises. I think it's both a state and federal crime to DDOS.
I've heard others were scammed by him aswell. So, I'll definately post a update too.
Again, all information I've found was available publicly. He lives around the Saratoga/San Jose area in California.
(Found this rough area estimate using a ecomerence website. I didn't need to login, it was in his public profile.)

Yeah, it my main personal account. In other words, I pretty much use it on a daily basis, well before it went negative. Many websites online love to have paypal as their only payment method, making a huge dent in my mobility. On top of the fear of debt/collection agency.
I would report that to the police cus' this isnt anymore funny this is a real scam.

I hate fucking scammer. Ill "talk" sense into him. Ill just ask around with his pictures. And if kids know him then ill expose him he'll be the laughing stock of his school. Will post pictures when done.
