Unlike source, Russian csgo is only region locked while activating.

I'm not sure about that, I sold an account that had a Russian/CIS copy of CS:GO activated and the buyer who did not live in Russia was able to use the account and play CS:GO perfectly fine.

I believe it's only locked when activating it.

How to bypass Russia Region Locked after activation.
1. Start steam with your vpn.
2. Buy the game from steam with your vpn, recommend to buy it though chrome with vpn.
3. Go into your libary.
4. Start your game.
5. Wait 5 sec after starting the game.
6. Turn off your vpn.
7. Turn off CSGO and Steam!
8. Start Steam and start csgo.
9. Done!
Thats how i do!

You can play the game whithout using the vpn, you just have to activate it with vpn.
