Hum, where is the rule that says that? What I'm reading on requirements is that you need to provide vouch copy only if you have less than 50 posts and less than 1 month. I have them both, If I really need to give one I will but I don't read a rule that says this.

To run a maxing service you are required to give out one full vouch copy.

This includes maxing a reputable member/staff member once for free before you may sell your service.

You may bypass this if you can show sufficient proof of bulk potions.
