Use 7zip or WinRAR to extract the files.
Right click on "DLC & Skin Unlocker.7z" and extract all files in a new Folder.
Take the "IPHLPAPI.dll" and the "mods"-Folder and place them in "...:\Steam\steamapps\common\PAYDAY 2" .
You are done.
