Okay, so I've provided everything that I needed for my account, but another account of mine got limited, and they need me to resolve any issues on that one. I've provided everything that I needed to on both accounts, and when I called, she said she wouldn't lift my accounts because it's circumventing (I made another PayPal after the limitation). Could I try and call again and get another rep to see if they can lift it, or when she said that she will not lift the accounts, that's set on my paypal account permanently and it can't be changed?

Unfortunately, when PayPal is set on something, they are most likely set on it. I hope they were stealth accounts.
Kind of because PayPal will keep hunting you down. I, unfortunately, got my real account with my SSN banned for something stupid back in 2011. They been banning me here and there even by changing names, IP addresses, etc. I managed to get them off my back with my latest for a while now.
By refund, did paypal charge back have anything to do with it? If not say you were moving and bought a bunch of stuff but changed mind? I don't know what you refunded but curious why didn't you use credit card instead? But hold onto that excuse for now as some people might have more believable excuses.
