If you only use texture mods then you are pretty much legit. It gives you no significant advantage ingame, however I guess technically any mod is illegit.

Basically, altering or removing any files is against the terms of use. If it mods that doesn't alter gameplay or give weapon an unfair advantage, such as super knife and increase rate of fire on the UMP, then I'm fine. So stuff like music change, UI change, and so forth are okay. However, since it violates the terms of use, it isn't legit. I don't know...if I see any more super knifers in sniper only or melee, then that I might just say modding is the same as hacking.
I'd say mods a Legit , Because I've never seen any1 get banned from using a Mod, But I'd call it Legit.
ROFL there are 4 aquaintances that all use modding to the max, I mean like a sniper to smg, superknife and have a MG that reloads in 2 seconds... imma not sure wat that is, but they got kicked, imma pretty sure its all legit tho, they do this stuff half an hour after patches...
