does anyone have issues sending cash on paypal?

hello every account i have always says that they cant send the cash. what am i doing wrong? this is so annoying and i need the cash. I even left 10% of the balance like i always used to do without problems. Could it be textnow flagging it?

at first i tried to buy a gift card from gyft then i tryied to send to virwox,lastly as agift to a seller on here. gyft would say return to merchant like they always do when i try to use pay pal express(fully verified with a ssn) and virwox same. I cannot even send a dollar back to my buyer .

yes let the account cool down, but i would try using a mobile device to make the payment through the paypal app first.
