If I want only the DLC is necessary to create a new account? No matter if I do it in my main account? Or can they ban?

If anything it'd be steam that would be mad at you not the game since you're tricking steam into giving you the dlc and I haven't been banned on my main account yet and I have 78hours in-game so it doesn't seem too risky.

You just need to press the patch steam button once and after that you can use any game on steam like normal so you shouldn't need to change anything to play other games.
