Seems as of the latest update .ini tweaks are blocked

when attempting to tweak Engine.ini or Scalability.ini, the tweaks don't work. I hate this because i want to disable the Chromatic Aberration effect (SceneColorFringe) because its ugly as hell and distracting. But because they blocked this and the ability to increase the FOV, it makes the game unenjoyable to play. If they are going to block a tweak, then add an option for the tweak in game instead of being lazy. Not everyone is affected by low FOV or Chromatic Aberration, but I am on of the few of them, and its bad business for them to remove a tweak for an option they refuse or are putting off implementing.
