I doubt so bud, I have not tried china before.
I tryed this method with cs:go and it worked. I don't need to use any VPN while playing and the language is italian (and obv I can change it to English or else)
PUBG's language is linked to your Steam language, not region. I have mine purchased in China and launches in English interface as well.
