To anyone still asking, yes this should work. Just do these steps:

1. Donwload VPN service of your choice that has either Indonesia or Russia as a location.
2. Turn Steam off completely.
3. Connect to your russian/indonesian VPN. You can go to an IP checker of your choice too see if you're fully up and conencted.
4. Launch Steam.
5. Buy the game from the store.
6. Turn Steam off completely again.
7. Turn the VPN off.
8. Launch Steam an game on.

This is the safest way to do it and I never got banned doing this with any game, just for the record I paid with a debit card. I recommend you get a russian one, it may be just a bit more pricy, but has a lower risk of banning you, although you theoretically should not get banned using even the indonesian one, but I'd personally rather be safe. To check the current prices of certain games in all regions you can go to steamdb [dot] info and search for your game.
