In my opinion, school gym would be better because it's easily accessible anytime you are at school, e.x, after class, you could decide to walk a min or two to the gym instead of going all the way back to the local gym. It's in an environment that fits your age group as well so you get to know people, help or get help from peers that are some what the same as you.
Personally I would choose convenience. It is nice and all to have an atmosphere of people who take working out seriously but in the end, you're doing all the work for yourself.
Whichever is cheaper is the better option
Definitely people who pay to play are going to be there for real. But when it's free there are always a few who are professional about it.
Look for a gym that doesn't have too much people/ subscriber because it saves time rather waiting on a machine you need too
I'd go cheapest option, my University gym was free and that's where I hit all my PRs (personal records) regardless of who wants to workout/doesn't want to.
I don't think you rely on motivation from your surroundings, consistency is king!
