As far as i know, some country have strict gambling laws. Loot boxes/treasures opening are considered some form of gambling on those countries. So steam has to obey their law or they can not provide their services on their country. So steam allows people from those countries to know what they will get from each treasure before they open it.

It will always work, Because of the rules in the netherlands they can't let you 'gambling' thats why they show you whats inside a treasure
