Yes, it is safe.
I used it recently (1-2 weeks ago i dont remember). Start MW2, when you are on main menu dont click anything (DON'T CLICK PLAY), start the hack, hack your level then close the tool aand after this, click play and go in a match and finish it.

Doesn't stick for me either. It worked the first time when I set myself to max level but now i'm trying to set myself back to 9th prestige and it won't stick.

I think it's blocked because it's an executable that isn't from a proper vendor. As random executable can be very dangerous it is good that win defender blocks it but i think this one is safe Worked for me.
