How would I implement proxy usage?

So im working on a code that creates accounts for a website, how on earth would I make it so that each account it creates is done through the proxy list I import?

Eg I import a proxy list of 1000 so it can only make max 1000 accounts through each individual ip?

UPDATE: Going to be using Jaunt for JAVA because it is perfect for what I need.
