Apple wouldn't approve apps like that in the app store if you are talking about iphone apps, I don't know if android would,

If your on any version of windows just look it up. If your on an android device a simple root would allow you to view the files that save the wifi passwords. I haven't been keeping up with IOS recently but I doubt there is an available jailbreak so that wont be possible.
