    I tested with $50 and it's came with hold. but if you split the payments to $30 and $20 there will be no hold.
    Maximum I could sell on eBay without hold was $30 for each transaction + I sold an digital item which is high risk product.

    For Stealth, I do not offer to verify the account with a phone number since sometime PayPal asks to login to your account with sms, So I do not offer it.
    But if you want, I can do that for you without phone access. The account comes only with verified VCC and email. If you want to verify also the account with VBA you need to pay more $10 for it.

    No hold on x<30 on my last test on eBay by selling a digital product.

    Update: Sometime on digital item on specific categories you will get payment hold:

    Here is an example of digital product that sold on eBay (high risk product category such as "Anti virus and software")
    You can see iv'e sold the same product and the first 1 payment received with no hold and second payment i got the payment with hold.

    About categories such as video games (digital products) like steam games, currently I got no issues with payment hold.
