vultr is good too but they do not offer Cpanel services.
If you're a complete noob at webhosting you should definitely get a plan WITH Cpanel

someone mentioned Vultr.
I guess I read it wrong, but well you can still run a minecraft server using VPS hosting services.
You'd have to learn how to code with shell commands though

Im using skynode right now and it's working ok so far, but its a bit pricey for how much ram they give you.
You can get a older server that can easily run this task for free if you look around.
