New PayPal Accounts - CLAIM IT issue

So I have been trying to make a new PayPal account to receive money on it because I can't use my main account on certain websites
Every time I make a new account and receive a small amount of money, I get asked to "Claim It", so they ask me to send documents

Obviously I make each account with fake info., I use a different IP address, different browser (I don't keep cookies), and use a new phone number to verify
Yet I get the same issue on each account
All accounts are US PayPal accounts

If you have any knowledge on how to get past this, please share

PayPal start doing this for USA Account since this year, you require account verified with ID/Address to use and hold a balance.

That's weird, I created two accounts the same way and they worked with no problem. Or maybe if you mean from start of 2019

Yes they started implementing it since start of 2019, just make PP in other country and add USD currency.

Also do you know a free UK phone number app? Considering you are from UK.

If you're recieving the money from a good and service transaction, the guy that sent you the payment has to press on his paypal that the product or good has been shipped/recieved

No the money is friends and family from a US PayPal.

Find someone who is willing to make you document photoshop files where you can edit it and verify the paypal with it

Seems like PayPal is getting harder with their security.. I also failed with new created paypal accounts and they all want documents from a bank account that matches the details with paypal.

Good thing that I have a few old and aged paypal accounts.

Paypal made new policy so you can open paypal with real ssn,I can solve it,I can create paypal with real ssn,name,address,vcc,contact me I can do it for you.
Also you can do CA paypal ,it does not have such issues.

You can withdrawn money to debit card . Otherwise PayPal asking SSN if you want to use PayPal balance

I wonder how much that would cost.
if it will be worth it since they put limitation even after all that.
